Shaun E. O’Toole has practiced law in Harrisburg, Pennsylvania, since 1988. Throughout his career, he has incorporated and represented numerous non-profit organizations in the healthcare industry, as well as many professional athletes involved in charitable endeavors. A significant focus of his practice is on real estate transactions.
Mr. O’Toole grew up in Tionesta, Pennsylvania. He graduated from the University of Pittsburgh, earned his law degree from Duquesne University School of Law, and obtained a Master of Laws degree in taxation from George Washington University School of Law. He has previously served on the Harrisburg Redevelopment Authority Board and is currently a member of the Harrisburg Planning Commission and the Harrisburg Parking Authority Board.

Michael R. McKenna is a public administration and grant management leader with 10+ years advancing infrastructure and economic revitalization in Central Pennsylvania. As Borough Manager of Myerstown, he leads budgeting, debt management, and community development initiatives, with experience securing and managing multimillion-dollar funding.
Kathleen (Kat) Monnier is a grants professional with 10+ years across higher education and nonprofits. She led full-cycle grant strategy and compliance as Director of Grants at Albright College and managed a $500K+ annual portfolio at the Central PA Food Bank. At On Hill, she supports RACP application development, compliance, and submission.
Dr. Anita Archambeau, DPA, AICP is a public administration and urban planning professional with 20+ years leading municipal growth and community development. She has secured $7M+ in grant funding and managed multimillion-dollar infrastructure projects. She teaches public policy and advises public and private clients on development strategy and governance.
Leonard Brown is a nonprofit and government leader with 15+ years in operations, compliance, and grant development. He serves as Central Pennsylvania Area Director for Volunteers of America PA, overseeing regional programs and a $2M budget. He supports On Hill’s affordable housing and community initiatives through strategic planning and funding development.
